There are several assistance programs in Vermont to help customers.
Low-Income Rate
The Vermont Public Service Board has approved a new discounted rate for low-income customers that went into effect on December 15, 2012. For a program description and application, link directly to the Vermont Agency of Human Services Department for Children and Families Energy Assistance Program.
Fuel Assistance
Vermont provides the Fuel Assistance program to help low-income Vermonters pay for part of their winter home-heating bills. For more information, or to apply, visit the Vermont Agency of Human Services Department for Children and Families, or call the Benefit Service Center at (800)479-6151. You can also pick up an application at a local office of the Vermont Department of Children and Families, Community Action Agency, or Area Agency on Aging.
Vermont 2-1-1
This is a confidential service offered by the United Way Agencies of Vermont. This service provides easy access to community information and resources for everyday needs during difficult times to people all over the state. Vermont 2-1-1 links callers with available community services, including utility assistance, senior information, and housing programs. For more information, visit vermont211.org, or call 2-1-1.
WARMTH Program
The WARMTH Program has provided emergency home heating assistance to Vermonters since 1986. Funds for the program are raised from the general public and matched by GMP, dollar-for-dollar.
- All funds raised through WARMTH are distributed to Community Action Agencies that provide counseling and referral services and administer WARMTH funds, making sure that every dollar contributed goes directly to a Vermont family in need. WARMTH funds are only available in emergency situations. They are used when a household has exhausted its supply and has no other place to turn.

Vermont Weatherization Program
- Vermont’s Weatherization Program helps low-income and fixed-income residents, including seniors, people with disabilities, and families with children, to save fuel, electricity and money, by improving the efficiency of their homes. Even renters may qualify.
- Anyone with income at or below 60% of Vermont median income, based on household income and size, is eligible. For more information review the Income Eligibility Guidelines or contact the Vermont Weatherization Office nearest to you.
